Abstract
The National Strategy on improving solid domestic waste management lays down targets to achieve the effective and efficient management of solid domestic waste in order to protect public health and the environment. The timeframe of the policy is 5 years covering the period between 2018 and 2022. The objectives of the National Strategy are: (I) to expand solid domestic waste collection services to all residential and non-residential establishments in Azerbaijan; (II) to ensure the safe and efficient disposal of all waste that is not cost-effective to sort and obtain a new product and that cannot be used to restore new resources; (III) to increase the potential for resource recovery through sorting, processing and waste reuse through public education, effective public awareness campaigns, new solid waste systems and market development; (IV) to strengthen the management of potentially hazardous waste in order to reduce harm to public health and the environment; and (VI) to gradually eliminate open landfills that do not meet environmental requirements in order to reduce their negative impacts.
This Strategy gives emphasis on the application of advanced practices and technologies in solid waste management, construction of new infrastructure facilities, provision of modern equipment, implementation of international standards in solid domestic waste management, gradual reduction of subsidies from the state budget for solid domestic waste management, introduction of a new tariff system and collection mechanisms, and application of modern methods to obtain energy from solid domestic waste.
Existing institutional and organizational structures will be improved. Support will be provided to local government bodies engaged in the management, collection, disposal and transportation of solid domestic waste across the country. The legal framework in the field of waste management will be strengthened. A national information system will be established for better management of solid domestic waste. Extended producer responsibility mechanism will be applied to determine responsibility for the management of solid domestic waste arising from the activities of legal entities and entrepreneurs engaged in the production, processing and import of goods/products. Public awareness will be raised on the management of solid domestic waste.
Solid domestic waste management will be strengthened in Baku city. Infrastructure for the purpose of neutralization of all types of waste generated during the operation of waste incineration will be created. Sanitary landfills will be constructed for the disposal of demolition and construction waste generated in the city in a single area. Measures will be taken to minimize the harmful impacts on the environment. The control of existing waste disposal sites will be strengthened. The scope of solid domestic waste collection and transportation system will be expanded in the regions. State support measures for solid domestic waste management will be implemented. Local and foreign investments will be attracted in the field of solid domestic waste management and public-private partnership models will be applied. New enterprises for the sorting and recycling of domestic waste will be supported.
