Presidential Decree No. 1396 on additional measures regarding the implementation of international convention and agreements in the field of environmental protection.

The Government of Azerbaijan shall take some measures regarding the implementation of international conventions and agreements in the field of environmental protection. This Decree states that United Nations Framework Convention on climate change, Vienna Convention for the protection of the ozone layer and Montreal Protocol on substances that deplete the ozone layer, the Convention on Long-range Transboundary Air Pollution, the Convention on the Transboundary Effects of Industrial Accidents, United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa, the Stockholm Convention on Persistent Organic Pollutants, the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, the International Convention for the Prevention of Pollution from Ships, the Convention on Biological Diversity, the Convention on Wetlands of International Importance especially as Waterfowl Habitat, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the Convention concerning the Protection of the World Cultural and Natural Heritage, Aarhus Convention and the Convention on Environmental Impact Assessment in a Transboundary Context were ratified by the Republic of Azerbaijan. In order to ensure implementation of these international conventions and agreements, additional measures shall be taken in the field of environmental protection such as: establishment of a Working Group and a National Commission, drafting National policies and incorporating international conventions and agreements into municipal law and adoption of domestic rules and regulations in compliance with international conventions and agreements.
