Presidential Decree No. 148 on the establishment of the Small and Medium Business Development Agency.

This Decree approves the Charter of the Agency for the Development of Small and Medium Businesses and the List of services provided to micro, small and medium-sized enterprises (annexed). This Decree establishes the Agency which supports the development of micro, small and medium-sized businesses in the country, participates in its regulation, protects the interests of micro, small and medium-sized businesses and solves their problems, provides a number of services to entrepreneurs, coordinates the services of public and private institutions in this field, and acts as an authorized body.
According to the List of services provided to micro, small and medium-sized enterprises, the Ministry of Ecology and Natural Resources shall provide services including but not limited to: (i) granting permission to use water resources for special purposes; (ii) issuing an expert opinion on objects subject to EIA; (iii) granting permission to release harmful substances into the atmosphere and to cause harmful physical effects; (iv) issuing fishing license; (v) granting a permit (certificate) for international trade in endangered species of wild fauna and flora (introduction from the sea, export, re-export and import); (vi) issuing a certificate for the removal of greenery; and (vii) granting the status of mining allocation to certain areas for the purpose of extracting minerals.
