Presidential Decree No. 1754 on measures to increase the level of wheat self-sufficiency.

This Decree lays down measures to increase the level of wheat self-sufficiency, as follows: (i) to apply crop subsidies for wheat for a period of 5 years starting from 2023; (ii) to strengthen legal framework; (iii) to improve the mechanism of preferential loans to wheat producers for the creation of modern farms and the utilization of modern irrigation systems; (iv) to conclude contracts for the production of wheat with the intended farms; and (v) to compensate the producer in cases where the average import statistical indicator during the product delivery period is lower than the state supply price. The purpose of this Decree is to increase the country's wheat self-sufficiency, as well as to organize wheat production by creating new regulatory mechanisms that allow mobilizing existing resources, taking into account the processes taking place in the global food market.
