Abstract
This Decree lays down rules for the duties, powers and structure of the Ministry of Transport, Communications and High Technologies. The Ministry is a central executive body implementing state policy and regulation in the areas of transport, including maritime transport and civil aviation, communications, high technologies (information technologies, microelectronics, nanotechnology, biotechnology and other innovative technologies). The areas of activities carried out by the Ministry are: (I) state regulation, state control and coordination in the relevant area; (II) international cooperation; (III) licensing; (IV) aviation security; (V) maritime safety; (VI) efficient use of telecommunications; (VII) information services and systems; and (VIII) the implementation and development of related national policies. Moreover, the President decrees to establish the State Maritime Agency, Electronic Security Service, and Innovation Agency under the Ministry.
