Presidential Decree No. 1871 on measures to improve governance in the field of youth policy.

This Decree establishes the Youth Fund of Azerbaijan with the purpose of stimulating activities related to youth policy in science, education, culture and other social fields. The Regulation on Youth Fund of Azerbaijan, attached to this Decree, determines the duties, rights, powers, management, financial resources, inspection and audit of the Fund and the scope of control over its activities. The duties and rights of the Fund are laid down in Regulation 3, including but not limited to: (i) preparating and implementing normative legal acts, development concepts and targeted programs in the field of youth policy; (ii) ensuring the efficient use of budget funds, loans, grants and other financial resources allocated to the Fund for their intended purposes; (iii) giving priority to funding projects in areas related to youth policy in state programs; (iv) providing financial support to youth in need of social protection, especially for education; (v) strengthening cooperation with international organizations and state institutions of foreign countries; (vi) engaging in entrepreneurial activities; and (vi) conducting research on issues related to its areas of activity, and creating working groups and commissions.
