Presidential Decree No. 205 on measures to improve the mechanisms for the use of subsoil, its protection and management, and to strengthen state control in this area.

This Decree hereby establishes the State Agency for the use of mineral raw materials under the Ministry of Ecology and Natural Resources. It sets out the duties and responsibilities of several Ministries in the field of use, protection and management of subsoil, including but not limited to: resolving the allocation of land plots owned by the state and municipalities for subsoil use, and taking measures to terminate the rights of use and lease over the land plots allocated to subsoil users for the purpose of extracting minerals.
The Ministry of Ecology and Natural Resources and the Ministry of Emergency Situations shall be responsible for controlling over the natural and legal entities engaged in the extraction of minerals in the country, ensuring the compliance of the work performed with the requirements of the Law No.439-IQ on subsoil, suspending their activities in cases where the use of subsoil poses a threat to the environment and human health, taking measures to compensate for damage caused to the subsoil, the environment, the natural landscape and private properties as a result of subsoil use, ensuring the reclamation of lands, and classifying or changing the category of recultivated land plots.
