Presidential Decree No. 310 on measures to improve issuance of special permits.

This Decree sets out provisions on issuance of special permit (licence) for specific business activities in the country, including production and processing of oil, oil products and natural gas, waste oil treatment, waste treatment of oil products and production and sale of radioactive and explosive substances. In order to maintain safety of the community, the relevant authorities shall ensure protection over the business activities specified in this Decree. On the other hand, the enterprises or institutions established by the Presidential Decree and financed from the state budget, as well as in other cases provided by law, can engage in these activities without special permit (licence).
