Presidential Decree No. 706 on the activities of the State Agency for Public Service and Social Innovations.

This Decree approves the Charter of the State Agency for Public Service and Social Innovations and its structure (annexed). Furthermore, it approves the Regulation on the organization of the activities of “ASAN service” centers and the provision of services (annexed). These centers serve to form a new approach to ensuring citizen satisfaction in the activities of civil servants in relation to the population, and to move civil servant-citizen relations to a qualitatively new level in the country. The services provided by the ASAN service centers include but not limited to: land registration; land valuation; issuance of a health certificate for exported food and feed products; issuance of an import health document for food and feed products imported into the customs territory of Azerbaijan, as well as materials and products in contact with food products; issuance of an extract from the Food Safety Register on the registration or approval of a food chain facility, as well as on the registration of facilities carrying out the production and processing of materials and products in contact with food products; amendments to the Food Safety Register; registration of farmers, suppliers and vendors, as well as other entities operating in the field of agriculture in the Electronic Agricultural Information System; acceptance of documents related to the provision of subsidies to farmers in the field of crop production and their inclusion in the Electronic Agricultural Information System; granting permits for the release of harmful substances into the atmosphere and harmful physical effects; issuing fishing permits; issuing hunting permits to persons wishing to engage in hunting activities, extending the validity of the permit; and issuing special permits for the circulation of ozone-depleting substances and products containing such substances.
