Presidential Decree No. 962 on approval of the Charter of the State Fund for restoration and conservation of aquatic biological resources.

The main purpose of establishing the State Fund is to ensure production, restoration and conservation of aquatic biological resources and to provide funding for scientific research and development programs of fisheries. The State Fund is raised by fines for violation of the Fisheries Law, fees for use of fish and other aquatic biological resources, compensation for damage cause to fish and aquatic biological resources, financial resources for expertise of fish farming, voluntary contributions of governmental and non-governmental organizations, real and legal persons and other financial sources provided by law. This Decree states that the Ministry of Ecology and Natural Resources shall use the Fund for (i) efficient use of fish and aquatic biological resources in water bodies, (ii) artificial production and rehabilitation of fish habitat, (iii) construction of facilities for conservation of fish and other aquatic biological resources and development of protected areas, (iv) development programs and projects for conservation of fish and aquatic biological resources, (v) scientific research and experimental-methodological works for conservation and rehabilitation of endangered species of fish and aquatic biological resources, (vi) capacity building in the field of aquaculture, (vii) purchase of technological apparatus, devices and other equipment and (viii) state monitoring of fish and aquatic biological resources. The Ministry of Ecology and Natural Resources and the Ministry of Finance shall carry out state control over the use of the State Fund.
