Abstract
This Instruction which is annexed to the Resolution, defines the classification and criteria of dangerous and potentially catastrophic hydrometeorological events. The National Hydrometeorological Service under the Ministry of Ecology and Natural Resources and its local branches shall obtain information about dangerous and potentially catastrophic hydrometeorological events that can cause natural disasters, compile warnings about these events, and deliver this information to relevant state organizations, media entities and the public. The meteorological phenomena in the agriculture sector are listed as follows: frost, dry (hot) wind, soil drought, excessive soil moisture, and freezing of the topsoil. Hydrological hazards include high water level, flood, and low water level.
