State Program for the development of cotton cultivation in Azerbaijan for 2017-2022.

The purpose of the State Program is to ensure the development of cotton farming through state support in order to meet the demand for cotton products in the country, improve the supply of raw materials for cotton processing enterprises, develop the processing industry, increase the export of cotton products, increase the employment level in rural areas, and stimulate rural development. The objectives of the State Program are as follows: (I) implementation of institutional measures for the development of cotton cultivation; (II) improvement of the legal framework relating to cotton growing; (III) further strengthening of scientific support and development of infrastructure; (IV) application of innovative technologies in the field of cotton production and processing; (V) establishment of effective economic relations between the cotton producers and processing enterprises; (VI) promoting local and foreign investments in the fields of cotton production and processing; (VII) promoting the export and increasing the competitiveness of cotton products; (VIII) increasing the level of import substitution for cotton products; and (IX) the development of cooperation in cotton growing.
Advanced management practices and intensive cultivation-irrigation technologies will be applied for increasing raw cotton production and ensuring efficiency. Crop rotation system will be carried out in cotton production. Optimal cotton planting area will be determined by regions and modern equipment will be provided for cotton cultivation. The restoration and modernization of existing cotton processing enterprises and the creation of new cotton processing enterprises based on advanced techniques and technologies will be supported. The material and technical base of cotton seed farms and the organization of fiberless seed production will be strengthened. This State Program emphasizes the need to take into account the economic changes observed in the world cotton market, including the expansion of the use of chemical fibers in the textile industry. New cotton processing products will be developed to expand the export potential.
