Basics of land management-Irrigation programme and programme of consolidation of property in the Federation of BiH.

Abstract
This publication contains the basic planning text, as for the purposes and action of the Federal Ministry of agriculture, water management and forestry, which represent a basic land management policy. This policy is dived into two main thematic parts as follows: part 1. Agricultural land irrigation programme for the period 2011-2021; and part 2. Agricultural land consolidation programme for the period 2011-2021. Sustainable use of land and of land resources, among rural population and rural areas development issues, are all aims and topics of this land management and irrigation policy, primarily oriented in the function of agricultural land and agricultural production development.
The main goal of land policy in the period from 2011 to 2021 is to consolidate the average agricultural property by increasing the area by an average of 5 ha and by decreasing the number of divided production parcels (one or more grouped cadastral parcels) by about 50%. The land policy goal in the period from 2011 to 2021 will be achieved by removing weaknesses. For that purpose, the following actions are required: Direct the privately owned agricultural land market in the direction of consolidation of agricultural land in such a way that the right of priority code purchases and leases; Prevent "speculation" with agricultural land and uncontrolled conversion of valuable agricultural land into construction land; Remove different types of obstacles to the procedures of agricultural land consolidation; Accelerate and improve the disposal of state owned agricultural land by introducing simplified procedures, and applying more efficient criteria and for land access; Establish a single "Agricultural Land Information System" which will contain all data on agricultural land, and that shall be used for the purpose of improvement of the consolidation of agricultural land; Implement measures and programmes that will be aimed at encouraging and accelerating the consolidation of agricultural land, also in relation to land insurance, land loans for the purchase of agricultural land in private ownership and arrangement of agricultural land; Encourage land administration reform through launched programmes and projects and coordinated agricultural land consolidation activities with aim of renewal of cadastral land registry records; Establish a coordinating body for agricultural land; Implement measures for the systematic arrangement of agricultural land through consolidation in accordance with multi-annual programmes for the implementation of consolidation in areas with highly fragmented agricultural plots.
Land policy objectives in the irrigation sector for the period from 2011 until 2021 are multiple: 1. It is necessary to make an up-to-date list of all currently irrigated agricultural area present on the territory of the Federation of Bosnia and Herzegovina; 2. Rehabilitate all neglected large irrigation systems and begin construction of new irrigation systems; 3. Increase the area of irrigated agricultural holdings and of agricultural land used by farms (to reach an area of 30,000 ha of irrigated agricultural land in the Federation of Bosnia and Herzegovina until 2021). These goals in the irrigation sector for the period from 2011 until 2021 will be achieved only through an engagement of all levels of government and joint participation of agricultural producers or end users of the entire irrigation project. It is necessary the following: to implement measures and programmes that will be aimed at encouraging and accelerating the irrigation of agricultural land, also for the purpose of insurance of favorable loans for the implementation of related irrigation projects; to establish a single "Agricultural Land Information System" which will contain all data on agricultural land, and that shall be used for the purpose of improvement of agricultural land irrigation in general; to encourage land administration reform through launched programmes and projects, and to coordinate agricultural land irrigation activities with activities of renewal of cadastral land registry records; to establish a coordinating body for irrigation as expert support (relevant bodies at all levels of government, which will be involved in the irrigation process and revitalization of irrigation systems on agricultural lands); to implement measures for the systematic arrangement of agricultural land through consolidation in accordance with multi-annual programmes for the implementation of consolidation in areas with highly fragmented agricultural plots.
