Abstract
This Decree establishes the conditions for final disposal, the method of treatment of sewage sludge, the method of monitoring sludge, limit values, sludge testing, the method and conditions under which sludge from municipal wastewater treatment plants may be used for specific purposes. The use of sludge on land, with or without the addition of nutrients, includes use for the restoration of degraded land (quarries, open pit mines, slag dumps, etc.), urban development (parks, urban green areas), construction of golf courses, for the repair of low-quality land, as a cover for municipal waste landfills or material for leveling land where necessary. This text partially transposes the provisions of the Council Directive (91/271/EEC) of 21 May 1991 concerning urban waste water treatment. The objective of this Decree is to determine environmental protection measures for the purpose of establishing a sludge management system from urban waste water treatment plants when the sludge is used for other purposes, in order to prevent harmful effects on soil, plants, animals and humans, thereby encouraging the environmentally acceptable use of such sludge.
