Decree on packaging and packaging waste management

This Decree, based on the provisions of the Law on waste management (Republika Srpska), prescribes the conditions for design, production and use of packaging, packaging management and packaging waste, special conditions for issuing a permit for the operator and packaging management report forms, including other issues (also offences and penalties) on packaging waste. This Regulation shall apply to packaging materials produced, imported and placed on the market and to all packaging waste originated in industry, crafts, services and other activities, in households or originated in another manner, regardless of its origin and manner of use, as well as all to used packaging material. The Annex is also part of this publication (detailed classification system). The aim of this text is to provide: 1) protection of the environment and human health; 2) preventing the creation of trade barriers, avoiding distortions and restrictions in competition; 3) prevention of packaging waste; 4) recycling and other methods of packaging waste treatment; 5) reuse of packaging waste; 6) reduction of the final disposal of packaging waste on landfills; 7) transition to a circular economy.
