Decree on strategic assessment of the impact of strategies, plans or programs on the environment and the scope, content and assessment of the strategic study.

This Decree determines the framework for interventions in strategies, plans and programs that are subject to an assessment of the need for a strategic environmental impact assessment, the criteria for determining the possible significant impact of amendments and/or supplements to strategies (attached Annexes with related criteria/technical sheets), plans or programs on the environment in the strategic assessment procedure, the method of conducting the procedure and making a decision on conducting a strategic assessment, the method of conducting the strategic assessment procedure, the method of determining the mandatory content and drafting a strategic study, which includes the selection of the strategic study holder, the assessment of the draft strategic study, the procedure for appointing the commission for the assessment of the strategic study, the method of work of the commission, making a final assessment of the draft strategic study and determining the remuneration for the work of the commission, obtaining the opinion of the public, interested administrative bodies and administrative organizations and other acts in that procedure, determining deadlines in the procedure, issuing an opinion on binding environmental protection measures, issuing an opinion of the competent ministry on the conducted strategic assessment, determining the content of the environmental monitoring program in terms of significant impacts of the strategy, plan and program during their implementation, drafting and content of the report on the conducted strategic assessment and informing the public, the method of including another entity and/or the Brcko District of BiH and/or another state in the public consultation process, inspection supervision over the implementation of this regulation, and other issues related to the strategic assessment.
This text partially transposes the rules provided in the Directive 2001/42/EC of the European Parliament and of the Council on the assessment of the effects of certain plans and programmes on the environment.
