Abstract
This Decree prescribes the types of waste for which thermal treatment can be performed, the conditions and criteria for determining the location, the technical and technological conditions for the design, construction, equipment and operation of the thermal waste treatment plant, the treatment of residues after incineration, as well as other issues of importance for the operation of the thermal waste treatment plant. Thermal treatment of waste shall be carried out in a manner that ensures the prevention or limitation of negative impacts on the environment, in particular pollution by emissions into the air, soil, surface and groundwater, as well as possible risks to human health. A thermal waste treatment plant includes all lines for incineration and/or co-incineration of waste, waste reception, its storage, pre-treatment facilities at the plant location, waste, fuel and air supply systems, boilers, exhaust gas treatment plant, facilities for processing and storing residues and wastewater at the plant location, chimneys, devices and systems for controlling the waste incineration and/or co-incineration process, recording and monitoring of waste incineration and/or co-incineration conditions (technical sheets are given in the Annex of this text).
