Abstract
This Federal Waste Management Strategy defined policies and strategic guidelines based on general principles of the European Union transposed through the Law on waste management of the Federation of Bosnia and Herzegovina (Official Gazette of the FBiH 33/2003 and 72/2009). The umbrella goal defined by the Strategy is “environmental protection, promotion and promotion of sustainable use of resources through the establishment of an integrated waste management system”. Achieving the umbrella goal is planned through implementation of measures envisaged within the set strategic goals, which are: reduction of risks to the environment and human health and establishment of priority infrastructure for integrated management of waste; reduction of waste for final disposal with more efficient use of resources; ensuring the implementation of a system through legal, institutional and economic framework; ensuring systematic monitoring of parameters for environmental assessment. The formulation of the Strategy is based on the effort to achieve the highest possible degree of harmonization with the general principles of the European Union, as well as the basic principles contained in the above mentioned federal Law on waste management, which are the following principles: prevention; precautions; liability of waste producers; the polluter pays principle; proximity; regionality. Adopted main principles are as follows: principle of prevention - in order to preserve nature and resources, waste generation must be minimized and avoided where possible; principle of recycling and reuse - if waste generation cannot be prevented, it is necessary to reuse or recycle or reuse such waste in the energy recovery process; principle of improving final disposal and monitoring - in cases where no waste can not be recycled or reused, it is necessary treat and adequately dispose the incinerated residues (these methods require monitoring as to assess their potential to cause hazardous environmental damage). According to these principles, the highest priority in waste treatment must have activities meant for waster prevention, while currently the most used practice of direct disposal of solid waste gets the lowest priority and strives for its reduction. As these two priorities represent the marginal requirements of an integrated waste management system, a realistic solution will be the application of waste generation reduction practices, among waste recycling and treatment. The implementation of these general objectives can only be implemented by introducing the integrated system for waste management. An integrated waste management system should provide mechanisms that will largely respect all aspects of the product life, from natural resources to its disposal as waste.
The implementation of this Plan will achieve: establishment of an integrated waste management system; increasing the share of separately collected waste; increasing of recycling and reuse of waste; pre-treatment of waste before its final disposal; reduction of the quantity of waste disposed of in landfills; reduction of harmful effects on the environment; self-sustainability of the municipal waste management system.
The implementation of this Plan will achieve: establishment of an integrated waste management system; increasing the share of separately collected waste; increasing of recycling and reuse of waste; pre-treatment of waste before its final disposal; reduction of the quantity of waste disposed of in landfills; reduction of harmful effects on the environment; self-sustainability of the municipal waste management system.
