Abstract
This Law regulates the method of determining and implementing energy policy and development planning, the acts that determine and on the basis of which energy policy and energy development planning are implemented, the determination to use renewable energy sources and achieve energy efficiency, the organization and functioning of the regulatory body and the basic issues of conducting and regulating energy activities in the Federation of Bosnia and Herzegovina. This Law also regulates issues that are of common interest to all energy activities or that are related to several forms of energy, whereby issues related to the sectors of electricity, natural gas, oil derivatives, thermal energy, renewable energy sources and energy efficiencies are regulated by special laws.
The energy policy of the Federation includes measures and activities undertaken to achieve the following long-term goals: a) reliable, safe and high-quality supply of energy and energy products, b) long-term balanced and sustainable development of the energy sector, c) competitiveness on the energy market based on the principles of non-discrimination, publicity and transparency, d) protection of end customers, e) protection of rights and interests of energy entities, f) creation of conditions for investment in energy, g) development of energy infrastructure and introduction of modern technologies, h) creation of conditions for the use of new sources of energy in the production and consumption of energy, i) creation of economic, economic and financial conditions for decarbonization of the energy sector, production and consumption of energy from renewable energy sources and the use of efficient cogeneration, j) provision of conditions for improvement of energy efficiency in the performance of energy activities and energy consumption, k) improvement of environmental protection in all areas where energy activities are performed, and l) connection of the energy system of the Federation with other energy systems. Energy and Climate Change related planning is defined in article 9. The use of renewable energy sources and efficient cogeneration are of public interest for the Federation.
The text is divided into six main thematic Parts and a total of 50 articles. Titles of these Chapters are as follows: Part One. Basic provisions; Part Two: Energy policy and activities; Part Three: Regulation and supervision of energy activities; Part Four: Administrative control; Part Five: Penal provisions; Part Six: Transitional and final provisions.
