Abstract
This Law on the use of renewable energy sources and efficient cogeneration regulates the following: a) promoting the use of renewable energy sources (or RES) and efficient cogeneration (EC), b) defining binding goals or the share of RES in the total final energy consumption in the Federation of Bosnia and Herzegovina, c) defining binding goals, i.e. the share of RES in the production of electricity, heating and cooling energy and the consumption of RES in transport, d) defining technologies for the use of RES, e) research on the potential of RES, f) incentive measures for the production of electricity and thermal energy from RES and incentive measures for the use of RES in transport, g) issuing a guarantee of origin for electricity produced from RES and maintaining a Register of issued guarantees of origin, their transfers and cancellations, h) status of qualified, privileged and potential privileged producer of electricity from RES, i) status of prosumer, j) community of renewable energy, k) conditions for further development of the market of electricity produced using RES, l) construction of plants for the production of electricity from RES, m) connection of RES plants to the power grid, n) development of the use of alternative fuels, o) administrative procedures of competent authorities for issuing legal acts prescribed by this law, p) obligations regarding public information and improvement knowledge of responsible and interested institutions, legal and natural persons, r) other issues of importance for the use of RES.
The aim of this Law is to promote and regulate the production of electricity and heating and cooling energy from RES and EC, as well as the use of RES in transport for consumption on the domestic market and to increase the share in total energy consumption, and to ensure the development of incentive measures , regulatory framework and technical infrastructure for RES and EC. Encouraging the production of electricity from renewable energy sources and the production of heat and electricity in cogeneration (combined cycle), as well as the use of renewable energy sources in transport, ensures: a) the realization of the electric power policy regarding the share of energy produced from renewable energy sources in the total energy consumption in the Federation , b) integration of RES into the electric power system, c) contribution to environmental protection and continuous development of the electricity market, d) reduction of dependence on fossil fuels and their impact on the environment, e) support for the realization of the obligations assumed by Bosnia and Herzegovina by signing and ratifying international agreements . jobs and development of entrepreneurship in the energy sector, i) long-term energy security, increasing security of electricity supply and development of the electricity sector as a whole, j) more rational use and diversity of primary energy sources, k) creation of conditions for regional development, especially in rural and underdeveloped areas, l) creation of assumptions for quality disposal of some types of waste, m) active participation of local communities and citizens in the energy transition, n) democratization of the RES process. By using renewable energy sources, the following are achieved: a) the objectives of the Federation established by strategic and planning documents of the Federation in the field of energy, b) support for the realization of the obligations assumed by Bosnia and Herzegovina by signing and ratifying international agreements. Binding targets for the use of RES will be established within the planning document for energy and climate of the Federation.
