Regulation on the conditions that must be met by scientific and professional institutions and laboratories for the performance of project development activities, as well as land measurement and testing.

This Regulation prescribes the conditions that must be met by scientific and professional institutions in order to correctly perform their duties of preparation of projects for arrangement and protection of agricultural land and other tasks and duties prescribed by the federal Law on agricultural land, all related to scientific and professional institutions for land affairs. This text further determines the conditions that must be met by all reference and authorized laboratories for performing such tasks in terms of premises, technical equipment and professional qualifications of employees, the authorization procedure and the content and manner of issuing authorizations to perform tasks, including the application of principles of good laboratory practice and control over the work of authorized scientific and professional institutions and laboratories.
Any form of agricultural land use, systematic control of soil fertility, and testing of agricultural land in order to determine the amount of harmful and dangerous substances in that land is performed with scientific and professional approach based on the provisions of the Law on Agricultural Land (article 15, paragraph 2; article 31, paragraphs 4 and 7; article 28, paragraph 2), and these tasks are performed by authorized scientific-professional institutions and laboratories (administrative organizations) that meet the requirements here provided.
