Abstract
This Regulation determines the substances that are considered to be pollutants of agricultural land.
The text is divided into nine main Chapters and a total of 42 articles. Titles of Chapters are as follows: (I) General provisions; (II) Limit values of pollutants in soil; (III) Sludge and all products from urban wastewater; (IV) Organic fertilizers; (V) Mineral fertilizers; (VI) Funds for agricultural land remedy (soil improvement); (VII) Plant protection agents; (VIII) Methods for determining permitted quantities of harmful and hazardous substances; and (IX) Monitoring.
This text provides for their permitted limit values in soil, sludge and all products from municipal wastewater, in liquid manure, organic fertilizers, mineral fertilizers, improvers of soil, plant protection products, and further prescribes measures to prevent soil contamination and methods of determining such permitted amounts of harmful and dangerous substances, including actions of monitoring and prevention, protection and remediation of contaminated soil. Contaminants include heavy metals and potentially hazardous elements (Cd, Cr, Cu, Hg, Ni, Pb and Zn) and polycyclic hydrocarbons (PAH). Hazardous substances are also substances that are usually introduced into agricultural soil, but inadequately applied (quantities, time of application, soil conditions) and that may cause damage to the environment and/or health of the population.
The purpose of this Regulation is: to protect the agricultural land in general from physical, chemical and biological degradation and to maintain it in a condition that makes it a favorable habitat for food production; to reduce and prevent soil pollution caused by nitrates from agricultural sources; to regulate the use of sewage sludge, compost or sludge to avoid adverse effects on soil, plants, animals and humans. Protection of agricultural land from pollution is carried out by prohibiting, restricting and preventing the introduction of pollutants into the soil, as well as by taking other measures for the preservation of agricultural soil.
