Regulation on the management of waste vehicles.

This Regulation determines the necessary method and mandatory procedures for managing of end-of-life motor vehicles. The provisions of this Regulation shall apply to end-of-life vehicles and parts installed in such vehicles, regardless of whether the parts are an original part of that vehicle or are installed as spare or component parts during the maintenance or repair of the vehicle during its use. The provisions of this Regulation shall also apply to unusable or discarded vehicle parts resulting from vehicle maintenance and repair, if not specifically covered by thematic separate legislation. Participants in the end-of-life vehicle management system are: 1) Ministry of Spatial Planning, Construction and Ecology (hereinafter referred to as: the Ministry), 2) Fund for Environmental Protection and Energy Efficiency of the Republika Srpska, 3) local government unit, 4) manufacturer, 5) importer, 6) trader, 7) repairer, 8) end user, 9) legal entity or entrepreneur holding a waste management permit, 10) competent inspection bodies. End-of-life vehicle management is a set of measures that include the activities of collection, transport, storage and treatment of end-of-life vehicles, as well as the management of residues after the treatment of end-of-life vehicles. End-of-life vehicle management shall be carried out in a manner that will not pose a risk of water, soil or air pollution in order to protect human health and the environment. In order to reduce the negative impact of end-of-life vehicles on human health and the environment, as well as to utilize usable components from end-of-life vehicles, separate collection and treatment of all end-of-life vehicles must be ensured in the manner defined by the Law on waste management and in accordance with this specific Regulation.
