Regulation on the procedure and conditions for the replacement of agricultural land.

This Regulation prescribes the procedural path and sets conditions for the replacement or exchange of agricultural land, including issues on land parcels that can be affected by time restrictions and by the right of priority of substitution, including land ownership relations.
The purpose of this text is to regulate the replacement of agricultural land for a more rational land use (agricultural land management); to stimulate the process of land consolidation, without coercion and repressive measures for farmers, by use of incentives and voluntary land swaps. The area and category of land and other relevant data for land parcels to be replaced are determined on basis of land registry documentation (cadastral sketch and land registry excerpt). For each case of replacement, an on-site inspection must be performed by the Expert Commission formed by service responsible for agricultural affairs of at least three member (which consists of: graduate agricultural engineer, law graduate and surveyor).
