Abstract
This Strategy for the development of agriculture and rural areas of the municipality of Višegrad for the planned period from the year 2023 until the year 2027 sets key objectives and strategic priorities aimed at development of agriculture and rural areas of the municipality of Višegrad which is a municipality in the eastern part of Republika Srpska and Bosnia and Herzegovina (it borders the municipalities of Rogatica, Rudo and Srebrenica in the Republic of Srpska and municipalities Bajina Bašta and Užice in the Republic of Serbia. The territory of the municipality of Višegrad is territorially divided into 14 local communities with 130 inhabited places).
The main goal of drafting the Strategy for the development of agriculture and rural areas of the municipality of Višegrad is to provide a framework for more dynamic development of the agricultural sector and rural areas as a whole, and harmonize the main directions of development of agriculture and rural areas of the municipality with a strategic framework development at the level of Republika Srpska and Bosnia and Herzegovina. In this sense, development measures defined by the Strategy are added to the already existing measures for the development of agriculture and rural areas at the national level, while trying to avoid duplication of measures. The time frame for the implementation of the Strategy foresees the period 2023-2027 thereby being aligned with the period of validity of the new strategic framework at the republic level, as well as at the EU level. The strategy is not only a sectoral document but a document that looks at the possibilities of development of rural areas from a wider integral perspective approach to community development including and respecting the opinions and needs of representatives of different social groups in the development process, and taking into account the economic, environmental and social side of the sustainability of related proposed interventions.
The priorities here identified represent key fields and directions of action for the realization of the vision and strategic goals and as such have the greatest impact on development, i.e. the achievement of strategic indicators. Defined priorities are grouped under relevant strategic objectives. The first strategic goal is to improve the competitiveness of agriculture within the selected value chains; Two priorities are proposed to achieve the set goal 2: Improved quality of life in rural areas (those are: Priority 2.1. Support for the diversification of economic activities in rural areas; and Priority 2.2. Improvement of rural infrastructure and availability of public/social services); To achieve strategic goal 3: Responsible management of natural resources in rural areas, one priority and a set of measures are defined as follows: Priority 3.1. Protection of natural resources (Measure 3.1.1. Soil protection from various forms of degradation; Measure 3.1.2. Activating the agricultural land market; Measure 3.1.3. Agricultural waste management; Measure 3.1.4. Support for organic and integral production; Measure 3.1.5. Identification and protection of genetic resources). Key strategic projects are further regulated and defined, as in relation with each goal and deriving objectives.
