Abstract
This strategy for the development of agriculture and rural areas in Rudo Municipality for the period from 2023 to 2027 is based on the results of a situational analysis and the need to align strategic priorities with existing frameworks at the local, republic, and state levels. The strategy identifies three strategic focuses for improving agriculture and rural development: 1) Improving the sustainability of agricultural production within selected value chains; 2) Enhancing the quality of life in rural areas of Rudo Municipality; 3) Promoting responsible management of the environment and territorial capital in rural areas. These priorities represent the key areas of action for achieving the vision and strategic goals, thereby having the greatest impact on development and the attainment of strategic indicators. The defined priorities are grouped under relevant strategic objectives.
Sustainable Development of Agriculture and Selected Value Chains: This strategic focus emphasizes a sustainable approach to agricultural development, aligning with local and national strategic frameworks and the principles of the Green Plan for the Western Balkans. The sustainable development of agriculture and the food industry in Rudo Municipality leverages existing production, storage, and processing capacities. Key value chains in raspberry and milk production and rural tourism can drive development and create significant employment opportunities in Rudo. Raspberry production, in particular, offers a viable income source due to the region's favorable geo-climatic conditions and production traditions. By identifying all links in the value chain, applied technologies, income levels, environmental impact, and social inclusion, specific measures and key projects are defined to address challenges such as encouraging youth engagement in agriculture, increasing agricultural income, and improving market access.
Improving the Quality of Life in Rural Areas: This focus aims to address the challenges of population loss through continuous emigration, especially among young people. To retain youth in rural areas, basic prerequisites such as employment opportunities or strong incentives for self-employment in both agricultural and non-agricultural activities are essential. Improving living conditions related to infrastructure, public services, and social and cultural events is crucial for retaining the population and attracting new residents and investments to rural areas. An important aspect is maintaining connections between rural areas and education systems.
Sustainable Management of Natural Resources: This focus emphasizes protecting fundamental resources such as land and plant and genetic resources, which need to be identified and included in existing protection programs at the republic level. It also promotes organic and integrated production systems as sustainable practices, aligning with the general strategic framework at all levels of government.
