Abstract
This Waste management strategy is a basic document used to assess the situation of waste management, determine the long-term goals of waste management and provide conditions for rational and sustainable waste management at the level of the Republic of Srpska. Although Bosnia and Herzegovina (BiH), i.e. the Republic still do not have the obligation to apply the objectives from the European directives concerning the area of waste management, set requirements and EU standards should be gradually incorporated into the legislation of the Republic that refers to this area. By matching legal and sub-legal regulations of the Republic with European directives will be set foundations for the establishment of an appropriate waste management system throughout the territory of the Republic in accordance with the principles of sustainable development and life protection environment.
As a prerequisite for the successful implementation of waste management based on the principles of protection environment, it is necessary to establish an information system for collection data on the amount of waste (through the Environmental and Energy Protection Fund effectiveness of the Republic of Srpska, with the eventual establishment of the Agency for Life Protection environment in Republika Srpska, which is the practice in many EU countries), and develop sustainable waste management system based on the principles of environmental protection with implementation of constant education at all levels of society and economy. A prerequisite for sustainable waste management is the establishment of short-term and long-term goals: Short term goals (2017–2021)-It is necessary to develop or harmonize the existing regulations of the Republic in the area of waste management with EU legislation. Organization of waste sorting at the point of origin and separate waste collection is the basic premise of the further development of waste management in the Republic based on preservation of resources and the environment. In all units of local self-government, it is necessary organize a system of separate collection of municipal waste components via green islands, waste collection centers, and enable direct collection from waste generators or other applicable systems. This text includes issues regarding the municipal waste, hazardous and non hazardous waste, industrial waste, special waste streams, existing systems for waste management, assessment of the state of waste management, reduction of waste at source, reuse/recycling, mechanical-biological treatment of waste, thermal treatment of waste, biological treatment of organic pollution (bioremediation), chemical treatment of waste, mechanical (physical) treatment of waste.
