Abstract
These Regulations prohibit throwing, depositing, letting out or placing any filth, night soil, dead animal or other offensive matter or thing of any kind on or about (i) the premises of another person; (ii) any watercourse or beach; (iii) any public street, road, lane, alley, passage or thoroughfare; (iv) any other premises or place where such filth, night soil, dead animal or other offensive matter may create a nuisance or be detrimental to the public health. Regulation 10 sets out the responsibilities of the owner of any premises which are or are likely to be used as a place of human habitation or habitual employment.
