Abstract
The Act provides for the establishment of public market and slaughterhouses and provides rules for such public places. The Act consists of 26 sections divided into 8 Parts: Preliminary (I), Public markets (II); Sale of fresh meat (III); Slaughterhouses (IV); Cold stores (V); Licensing of butchers (VI); Regulation of sale of marketable commodities and other goods (VII); Miscellaneous (VIII).
The Minister may establish and operate public markets for the sale of marketable commodities under section 3. The remaining provisions of Part II regulate various aspects of such markets and powers of the Chief Supervisor. No person shall sell or expose for sale fresh meat except in a public market or shops licensed by the Chief Supervisor (sect. 9). Animals within 5 miles of a public slaughterhouse shall be slaughtered there (sect. 13). Slaughterhouses shall be licensed under section 14. The Minister may also establish cold stores under section 17. Other cold stores shall be licensed by the Chief Supervisor (sect. 19). Persons applying for a butcher's licence under section 20 shall produce evidence satisfactory to the Chief Supervisor that he or she is a fit and proper person to carry on such trade. The Chief Supervisor has the power to destroy unwholesome meat, fish, and poultry, under section 25. Regulation making powers of the Minister are outlined in section 26.
