Abstract
This Climate Change and Gender Action Plan is a nationwide multi-sectoral document aiming at mainstreaming gender concerns into climate change-related policies, strategies, and interventions ensuring access to, participation in, contributions towards, and benefits for the diverse group of stakeholders for the sustainable and equitable development of Bangladesh. The Plan identifies the following 4 Priority Sectors - which are part of the 6 pillars identified by the Bangladesh Climate Change Strategy and Action Plan 2009 (BCCSAP) to which gender considerations have been integrated - that need interventions: (1) food security, social protection, and health; (2) comprehensive disaster management; (3) infrastructure; and (4) mitigation and low carbon development. In all these sectors, the Action Plan aims to address the critical issues through a gender perspective so that the needs of women are taken in making any decision on climate change issues.
To increase the production, the document considers it necessary to develop knowledge and skills of agricultural extension workers both female and male on climate change resistant cropping practices and involve women, in particular, on alternative technologies for example bio-fertilizer, saline resistant vegetables, homestead gardening, technology for micro-nutrient rich food, etc.
As regards food, women play a crucially important role in food production, mostly participating in agricultural activities, therefore recognizing and increasing their role in agricultural production and cultivation also serves to ensure the food production necessary for food security.
The Plan encourages the environmental protection, always taking into account a careful point of view to the gender issue, by (i) ensuring protection of infrastructure from damages during calamities; (ii) increasing women’s participation in climate change related infrastructure development; (iii) developing gender responsive programs to reduce GHG emission at household; (iv) improving women’s knowledge on climate change mitigation issues; (v) developing women’s entrepreneurship related to waste management; (vi) mainstreaming gender considerations in coastal and social forestry programs or initiatives.
To create a more inclusive economic and social growth, the Policy aims at increasing women's role within the society and, in particular, it encourages to (i) recognize women’s contribution in agriculture to GDP; (ii) ensure women’s access to land tenure/leasing for cultivation; (iii) enhance women knowledge and access to financial instruments; (iv) introduce innovative and, when possible, organic agriculture and aquaculture technologies for female farmers and entrepreneurs; (v) promote indigenous knowledge and products on agriculture; (vi) ensure alternative livelihood opportunities for women affected by climate change in urban settings; (vii) ensure women’s involvement in efficient water management; (viii) develop gender responsive policy based on disaster management, climate change and sustainable development; (ix) ensure participation of women in community risk assessment; (x) develop adequate communication facilities to ensure movement of women to reach safe places; (xi) ensuring women’s access to energy and power technologies.
