Abstract
The Climate Fiscal Framework 2020 (Framework) is an updated version of the Climate Fiscal Framework 2014. The Framework provides principles and tools for climate fiscal policy-making, helping to identify the demand and supply sides of climate funds and to ensure that climate fiscal policies are transparent and sustainable in the longer term. The Framework consists of 4 Chapters: 1 Introduction and Background; 2. The Climate Fiscal Framework; 3. Implementing The Framework; and 4. Conclusion.
Chapter 1 provides an introduction to climate change and its impact, climate finance, the objectives of the Framework and achievement under the 2014 Framework. It also explains the rationale for the update of the 2014 Framework. Chapter 2 lays down a cohesive national climate fiscal framework which to aims embrace the whole gamut of climate finance to identify the relationship between the components which will allow the government to manage its complex financing landscape more strategically. It discusses the resource requirement for adaptation and mitigation, climate and tax interventions, carbon pricing, fossil fuel subsidy and the various sources of Climate Finance including public and private. It also envisages climate inclusive development planning and budgeting, public procurement, monitoring and evaluation.
Chapter 3 lays down the implementation plan for the 2020 Framework identifying the areas of implementation, time frame and key responsible agencies. These include Climate inclusive fiscal policies; Supply of climate finance; Private sector engagement in adaptation and mitigation actions; Role of civil society in climate finance management; Climate inclusive lending and insurance policy; Green Banking. It also focuses on institutional coordination, links with ongoing reforms in public financial management and climate policies, and significant skill and capacity enhancement on climate science, finance, policies and strategies. Chapter 4 provides the conclusion.
