Abstract
This Bangladesh Delta Plan 2100, approved by the National Economic Council, is conceived as a long term integrated and holistic plan that takes a long-term view with regard to the combined issue of water resources management and climate change within the context of national development. The mission expressed in the Plan is to create climate change adaptation and disaster resilience through robust, adaptive and integrated strategies, and equitable water governance. The Plan proposes national goals expressed in 6 specific goals: ensure safety from floods and climate change related disasters; enhance water security and efficiency of water usages; ensure sustainable and integrated river systems and estuaries; conserve and preserve wetlands and ecosystems and promote their wise use; develop effective institutions and equitable governance for in-country and transboundary waters resources management; achieve optimal and integrated use of land and water resources. The Plan identifies challenges and opportunities for the delta and outlines specific strategies for specific areas and for cross cutting issues such as land tenure, agriculture, forestry, fisheries, food systems, livelihoods, blue economy and renewable energy. The Plan furthermore sets out macroeconomic scenarios and investment priorities and deals with an Investment Plan. it also outlines governance issues and challenges for water resources management. Institutional reforms are proposed within this framework.
