Abstract
This document presents the industrial marine sector Fisheries Management Plan (FMP) based on the ecosystem approach for the sustainable development and harvest of marine fisheries. It lays down the key principles of the FMP including good governance, effective access rights, cooperation to combat illegal fishing, adaptive management and precautionary approach. The FMP provides the scope, sets the national context and description of marine fishery resources. It explains the current management measures including licensing, enforcement agencies, rules and regulations and MCS activities. The FMP also intends to implement new management measures and MCS activities mentioned therein. The FMP provides for measures and action plan for various challenges such as overfishing and overcapacity; ineffective MCS procedures; inadequate management capacity; preventing destructive fishing practices, pollution and habitat degradation; conflicts between artisanal and industrial fishing operations; inadequate fisheries data; and post-harvest losses. The FMP will be reviewed annually based on progress and biannually for a more in-depth consideration.
