Abstract
This National Implementation Plan (NIP) is developed as an effective response measure to achieve the objectives of Stockholm Convention on Persistent Organic Pollutants (POPs). It consists of four chapters: 1. Introduction; 2. The People’s Republic of Bangladesh - Country baseline; 3. Assessment of the POPs issue in Bangladesh; and 4. Strategy and action plan elements of the national implementation plan.
Chapter 1 contains an introduction to the development of the NIP, detailed explanation on the Stockholm Convention on POPs and its components, and impact of POPs on human health and environment. Chapter 2 discusses the country profile of Bangladesh including the geography, population, political structure, economic sectors, climate and environment. It also presents the institutional, policy and regulatory framework, inter-agency consultation and decision-making on environmental policy, international obligations relating to POPs. Further, the chapter contains assessment of various POPs issues in the country including POPs pesticide import and use, potential illegal trade, POPs alternatives, PCBs, DDT use in agriculture, releases from unintentional production, waste incineration, sewage sludge, power generation, landfills, stockpiles and contaminated sites.
Chapter 3 provides for policy statement, implementation strategy, activities, strategies and action plans from short term to the long term. The activities identified include institutional and regulatory strengthening measures; segregation, storage and destruction of POPs pesticide wastes in environmentally sound manner; developing strategies for DDT use and /or phase out; developing regulatory framework for PCB management and phase out after upgrading inventory; application of BAT/BEP guidelines, bio-gas use, treatment of sewage sludge to reduce releases from unintentional production; remedial activities at contaminated sites; information exchange among the Parties to Stockholm Convention on activities undertaken to eliminate the production, use and release of POPs, and on POPs alternatives; public awareness and education activities; monitoring and progress reporting. It also highlights the priority actions for which Bangladesh will seek international technical and financial assistance. Lastly, it provides the development and capacity-building proposals and priorities for successful implementation of the NIP.
