Abstract
This Act regulates the purchase and sale of cotton and the charges to be made for the ginning and pressing of cotton.
The Act recognizes the power of the Government to confiscate any ginning factory that fails to buy cotton at the price offered, which shall not be less than the minimum price fixed under any law, and use the same for ginning, pressing or storing cotton.
