Abstract
This Law, consisting of 10 sections and completed by seven Schedules and six Forms, establishes the requirements to be satisfied by fish feed. It lays down the procedures for license and forms. Any person who desires to have a license, shall apply to the licensing authority through Form-1, or Form-2, or Form-3, complying with the conditions specified in the documents and facts as mentioned in Rule 4. In accordance with section 6 of the implementing Act, the applicant has to fulfill the conditions, set against 3 different categories mentioned here in after: Category 1 - Conditions for license of production, processing, storage and marketing of fish feed; Category 2 - Conditions for import and export of fish feed; Category 3 - Sale of fish feed. License fee, renewal fee and appeal fee shall be payable at the rates as mentioned in the table appended to the text.
Schedules deal with the following issues: Facilities for establishment of fish feed production and processing factory, Manufacturing of feed, processing, manpower, etc.; Required physical and quality facilities for proper fish feed preservation, storage, packing etc for the purpose of import and export fish feed (category-2); Maximum limit of using animal or plant based feed ingredients in fish or shrimp feed; Nutritional values of traditional/marketable quality ingredients used in fish feed; List of suitable feed additives in fish feed; List of suitable feed binder for use in fish feed; List of harmful chemical substances in fish feed; List of antibacterial substances and chemicals with their acceptable limits of which residues in fish feed should be tested. The Forms list the following issues: Application for license for production and processing offish feed and storage establishment; Application for license of import of fish feed and feed ingredients/exporting firm; and Application for license for selling fish feed; License for production and processing/import and export/storage and sale of fish Feed.
