Abstract
The plan's goal is to build a low-carbon, sustainable, and climate-resilient health system in Bangladesh by establishing a framework that integrates climate considerations into health planning and addresses climate-related health risks. The objectives of HNAP 2024 focus on strengthening health system capacity through training and technical resources; integrating climate and health into national policies and strategies; developing low-carbon, climate-resilient health infrastructure; and establishing monitoring, early warning, and disease surveillance systems. It also emphasizes promoting community-led adaptation and public awareness, fostering inter-sectoral collaboration to align with national and global climate goals, and conducting regular vulnerability assessments to support evidence-based decision-making and enhance overall system resilience.
The Plan describes Bangladesh’s exposure to climate hazards, such as floods, cyclones, heatwaves, salinity intrusion, and air pollution, and their direct and indirect impacts on public health. It updates earlier health adaptation efforts to reflect new scientific evidence, national priorities, and global commitments, with the overarching goal of protecting population health while strengthening resilience of the health system through coordinated, climate-informed action. The HNAP sets out an implementation strategy for 2024–2029, including coordination mechanisms across sectors, an action plan, cost estimates, cost-benefit analysis, and diversified financing strategies.
