Abstract
The Health National Adaptation Plan (HNAP) 2024 of Bangladesh establishes a strategic framework to guide the health sector in addressing the impacts of climate change. The document aims to strengthen the resilience of the national health system, reduce climate-related health risks, and support the integration of climate change considerations into health policies, planning, and service delivery. It aligns with national adaptation priorities and sets out objectives to enhance preparedness, response capacity, and long-term adaptation within the health sector.
The Plan outlines priority actions to reinforce health systems through improved service delivery, workforce capacity, infrastructure resilience, and access to essential health services. It identifies climate-sensitive diseases and health risks, including those related to extreme weather events, and provides measures to strengthen disease surveillance and early warning systems. Provisions are included to improve emergency preparedness and disaster risk management within the health sector, ensuring coordinated responses to climate-related health emergencies.
Institutional arrangements are defined, including roles and responsibilities of the Ministry of Health and Family Welfare and associated agencies. The Plan promotes intersectoral coordination and stakeholder engagement to address health impacts linked to environmental and socio-economic factors. It also incorporates mechanisms for monitoring and evaluation, including indicators to track progress and assess outcomes over the implementation period.
The document further sets out a financing framework, including cost estimates and potential funding sources, to support implementation of adaptation measures. It identifies vulnerable groups and emphasizes the need for targeted interventions to address disproportionate climate-related health risks. The Plan covers an implementation period from 2024 to 2029 and provides a structured approach for integrating climate change adaptation into national health policies and programmes.
