Abstract
This Health, Nutrition and Population Strategic Investment Plan (HNPSIP) 2016 – 2021 is a sectoral plan covering the period of 2016-2020. It was prepared by Ministry of Health and Family Welfare (MOHFW) with the intention to define an overall strategic framework to guide investments in the the health, nutrition and population (HNP) sector. The Overall Goal is: To ensure that all citizens of Bangladesh enjoy health and well-being by ensuring access to quality and equitable healthcare and a healthy and safe living environment. The longer-term aim is to move towards achieving universal health coverage (UHC) as targeted in SDGs.
To achieve the Overall Goal, strategic objectives are identified and grouped into three components, namely (i) strengthening governance and stewardship, (ii) strengthening HNP systems, and (iii) improving service quality. Strategic objectives of component 1 include: To strengthen governance and stewardship of the public and private health sectors; To undertake institutional development for improved performance at all levels of the system; To provide sustainable financing for equitable access to health care for the population and accelerated progress towards universal health coverage. Strategic objectives of component 2 include: To strengthen the capacity of the MOHFW's core health systems (Financial Management, Procurement, Infrastructure development); To establish a high quality health workforce available to all through public and private health service providers; To strengthen the evidence base for health sector decision-making. Strategic objectives of component 3 include: To improve equitable access to and utilization of quality health, nutrition and family planning services; To promote healthy lifestyle choices within a healthy environment.
The Plan has identified the key investment areas required to accelerate the pace of development in the HNP sector in Bangladesh in line with the Sustainable Development Goals (SDG) and targets, and the 7th Five Year Plan (2016-20) strategies of the Government of Bangladesh. The sector programme recognises the importance of heading off the severe consequences of the rapid rise in Non-Communicable Diseases (NCDs) through a shift in emphasis towards public health and a creative lifestyle change programme and coordinated multi-sectoral action to improve nutrition, environmental conditions through work on road safety, food safety, air and water pollution and agricultural practices that are currently undermining health. It also recognises the need to improve social norms, reduce harmful practices, improve gender relations and tackle the rising mental health problems in rural and urban settings.
The SIP has also developed results framework (RFW) indicators for assessing progress against the three components. It highlights essential service package (ESP) and improved financial coordination as tools for achieving efficiency and equity.
