Abstract
This Plan aims to optimize resilience and sustainability and counteract climate-induced damage and losses by equipping vulnerable communities and industry. It consists of three chapters: 1. Introduction; 2. Key Priority Areas; and 3. Oversight & Implementation and Financing.
Chapter 1 provides the background, the ongoing efforts in respect of climate change, the vision and measures of the Plan. It also discusses the new initiatives relating to green growth and climate change and the impact of climate change and carbon-intensive loss. Chapter 2 identifies six key priority areas. Key Priority Area 1: Accelerated Adaptation - lays down sector-based resilience measures in sectors such as disaster risk reduction, food & agriculture, energy, health, water and forestry. Key Priority Area 2: Just Transition of Labor and Future-Proofing Industry with Technology Transfer – focuses on training and skills development, export diversification and green supply chain opportunities.
Key Priority Area 3: Increasing Public Revenue to Spend on the Most Vulnerable – aims to reduce climate induced migration and generate revenue through carbon markets. Key Priority Area 4: Comprehensive Climate and Disaster Risk Financing and Management – provides financial protection to MSME sector, and development of climate-resilient and nature-based agricultural and fisheries. Key Priority Area 5: Leveraging 21st Century Technologies for Well-being. Key Priority Area 6: Maximized Renewable Energy, Energy Efficiency and Power & Transportation Sector Resilience. Chapter 3 contains the strategies for implementation, financing and economic partnerships.
