Abstract
This national action plan (Plan) contains measures for reduction of short-lived climate pollutants (SLCPs), specifically, black carbon and methane. It consists of six chapters: 1. Introduction; 2. Methodology; 3. SLCPs Emission Sources and Impact of relevant measures for Reducing Emissions; 4. Action Plan to Reduce SLCPs; 5. Developing SLCPs Monitoring Indicators and Evaluation Framework; and 6. The Way Forward.
Chapter 1 provides the background and describes the impact of SLCPs on health, agriculture and climate. It reviews the first national SLCP plan and its achievements, and lays down objectives of this Plan. Chapter 2 discusses the methodologies followed for preparation of the Plan. Chapter 3 identifies the sources of SLCPs in Bangladesh that include traditional cookstoves, rice parboiling units, burning of crop residue, solid waste, agriculture, enteric fermentation in livestock and wastewater. Chapter 4 lays down the context and barriers for implementation of the 11 priority measures identified to reduce black carbon and methane emission. It also contains policy and pathways for implementing the measures in each of the identified areas. Chapter 5 provides for the monitoring and evaluation framework, data analysis and reporting, the responsible departments and institutional agencies. Chapter 6 discusses the next steps for implementation of the Plan.
