Abstract
The National Adaptation Plan of Bangladesh (2023-2050) (‘Plan’) aims for a viable path to climate-resilient development, reduced climate risks and vulnerabilities through effective adaptation strategies. The Plan consists of five Chapters: 1. Introduction; 2. Climate Risks and Vulnerabilities; 3. Adaptation Priorities for Combating Adversities of Climate Change; 4. Implementation Strategies; and 5. Adaptation Monitoring and Evaluation.
Chapter 1 sets the context and highlights past efforts towards climate resilience. It also lays down the Plan’s Vision and Goals to be achieved. The Plan focuses on following 8 sectors and thematic issues: 1) Water resources; 2) Disaster, social safety and security; 3) Agriculture; 4) Fisheries, aquaculture and livestock; 5) Urban areas; 6) Ecosystems, wetlands and biodiversity; 7) Policies and institutions; and 8) Capacity development, research and innovation. Chapter 2 discusses the historical climate trends and the future climate risks and vulnerabilities. Chapter 3 talks about the entry points for adaptation in various sectors including water resources, agriculture, fisheries, aquaculture and livestock sector. It further identifies adaptation preferences and strategies under the 8 identified sectors addressing adaptation needs for short- (2030s), medium-(2041) and long-term (2050s).
Chapter 4 states that a well-organized, inclusive and active institutional setup is necessary for smooth implementation and identifies action points for policies and regulations; institutional arrangements and coordination; private sector engagement; financing strategies; capacity development; technology transfer; data and knowledge management; gender, disability, youth and social inclusion. Chapter 5 lays down the M&E framework which involves a threefold system to monitor, evaluate and report adaptation progress. These are, Tier 1: Strategy‐ and policy‐level M&E; Tier 2: Planning‐level M&E; and Tier 3: Programme‐ or project‐level M&E.
