Abstract
The National Adaptation Programme of Action (NAPA) is a national programme with a multi-sectoral approach whose overall objective is to increase the resilience of lives and livelihoods of communities to the impact of climate change and natural disasters and to enhance environmental sustainability.
The Programme is focused on the reduction of food insecurity and improvement of quality of livelihoods. Drinking water will be provided to coastal communities to combat enhanced salinity due to sea level rise. Preparedness programmes for drinking water in crisis situation will be improved.
Adaptation of coastal crop agriculture will be promoted to combat increased salinity and research on saline tolerant varieties of crops will be provided for climate change adaptation in agricultural production. Climate change adaptation to agriculture systems and fisheries in areas prone to flash flooding will be provided.
Further the programme aims at contributing to poverty reduction and sustainable income generation of communities, as well as enhancement of skills and capabilities at community and national levels. Priority is also be given to gender equality.
Flood shelter and information and assistance centres will be constructed in floodplains to cope with enhanced floods. A disaster management system will be developed. Climate change hazards will be reduced through coastal afforestation with community participation. Resilience of urban infrastructure and industries will be enhanced against the impacts of climate change including floods and cyclones. Climate change will be integrated to all planning, designing of infrastructure, conflict management and land water zoning for water management institutions. An insurance system will be established to cope with enhanced climatic disasters. Climate change and adaptation information will be disseminated to vulnerable communities for emergency preparedness measures and awareness raising on enhanced climatic disasters. Research on drought and flood will be promoted. Monitoring and evaluation systems will be improved as well.
The agencies responsible for implementing the National Adaptation Programme of Action 2005 are the Ministry of Environment and Forest, Forest Department, Department of Environment, Department of Fisheries, Department of Public Health Engineering, Water Resource Planning Organization, Disaster Management Bureau, Local Government Engineering Department, Board of Education, the Non Governmental Organizations consortium and the Bangladesh Agricultural Research Council.
