Abstract
The National Adaptation Programme of Action (NAPA) is a multi-sectoral instrument which aims at promoting sustainable development in Bangladesh, particularly by reducing the adverse impacts of climate change and other disasters and ensuring resilience to disasters linked to climate change.
Increased food insecurity and widespread malnutrition caused by climate related hazards will be dealt by developing climate resilient cropping systems and fisheries and livestock systems. Alternative sources of safe drinking water and sanitation will be developed.
The document aims at making agriculture more productive and sustainable, so as to ensure the protection of the environment and biodiversity preservation. To reduce the impacts of climate change and other disasters on agriculture, fisheries and livestock, innovative technologies will be introduced to deal with flood, drought and salinity which effects on the cropping system. Dry season fish refuges will be protected through community husbandry. Diversification of aquaculture techniques and adaptation of flood resilient fish culture techniques will be ensured. Special emphasis will be given to small indigenous fish species. Adaptive measures will be taken to reduce stress in ruminants and poultry due to temperature extremes through housing and management systems. Improvement in the supply of feeds and forages through community based production and conservation for feeding livestock and poultry will be ensured.
Priority is also given to poverty reduction and sustainable income generation of rural communities and enhancement of skills and capabilities at community and national levels. Priority will also be given to gender equality in rural areas.
The Programme lays down measures ro ensure a better disaster management system. It provides for the strenghtening of early warning systems for cyclone, storm surge and flood. A coastal afforestation programme will be adopted to protect natural and human systems from cyclone and storm surges. The better access of vulnerable groups, including women and children, to basic services and social protection will be ensured to increase the resilience. In addition, safety nets will be established. Research and knowledge management regarding impacts of climate change will be improved. The building of climate resilient infrastructures is envisaged.
The Inter-ministerial Committee, the National Environment Committee, the National Steering Committee on Climate Change and the Climate Change Secretariat are set up to deal with the impacts of climate change and disaster risk reduction. In addition, climate change cells will be established in all ministries.
