Abstract
The National Biodiversity Strategy and Action Plan (NBSAP) has been prepared in order to fulfil the commitment of Bangladesh towards implementing the three objectives of Convention on Biological Diversity (CBD): conservation of biodiversity, the sustainable use of its components and fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The document is divided into 9 chapters: 1. Introduction; 2. Trends of Biodiversity Loss in Bangladesh; 3. Importance of Biodiversity; 4. Mainstreaming of Biodiversity and NBSAP; 5. National Targets and Activities Towards Implementation of NBSAP; 6. Capacity Development for Implementation of NBSAP; 7. Resource Mobilization towards Implementation of NBSAP; 8. Coordination, Monitoring and Reporting of NBSAP; 9. Concluding Remarks.
Chapter 1 sets up the country context and rationale for development of this NBSAP. It also highlights the progress of implementation and lessons learnt from the first generation NBSAP (2004-15). Chapter 2 focuses on the trends of loss and degradation of biodiversity in Bangladesh. Threats to the rich diversity of flora and fauna are rising whether it is the agricultural lands, wetlands, declining natural forests, increase in salinity affected area owning to climate change disasters and unplanned industrialization and urbanization. Chapter 3 showcases the importance of biodiversity in the life and livelihood of the people of Bangladesh. It mentions the contributions relative to the GDP of sectors such as agriculture sector (17.22%), fisheries sector (3.3%), livestock (2.5%) etc. An economic valuation reveals that the services of hill forest, wetland and mangrove ecosystems generates a value equivalent of 9.2% to 33.3% of GDP of Bangladesh.
Chapter 4 discusses ways of mainstreaming biodiversity at individual, institutional and systemic levels. This includes raising awareness, participation of women, biodiversity cells in various ministries, engaging community, civil society organizations and private sector involvement. Further, it recommends integration of biodiversity into sectoral and cross-sectoral policies, related laws, development plans and education system. Chapter 5 lays down a total of 20 National Targets with 50 activities that have been set for the period from 2015-16 to 2020-21. These include sustainable production, protected systems, sustainable fisheries, preventing extinction, conserving gene pool, restoring ecosystems, mobilizing resources etc. Chapter 6 mentions the need for effective capacity building and implementation of technology to ensuring better adaptation or risk management of climate change or other vulnerability.
Chapter 7 discusses allocations through biodiversity specific projects and mixed projects which address different objectives but may have a positive impact over conservation of biodiversity. Sources such as Bangladesh Climate Change Trust Fund (BCCTF), Biodiversity Financing through Official development assistance (ODA) etc. are identified. Chapter 8 describes mechanisms for coordination among stakeholders as well as monitoring and reporting of the activities for the effective implementation of NBSAP. Key roles will be played by MoEF, Department of Environment and the National Biodiversity Committee. The Bangladesh Biodiversity Clearing House Mechanism will act as web-based platform to provide and receive updated information like the status of biodiversity and conservation initiatives.
