Abstract
This Strategy provides for management and interventions in respect of the population internally displaced due to disaster and climate hazards. It consists of six chapters: 1. Introduction; 2. Prevention of Displacement; 3. Protection During Displacement; 4. Durable Solutions; 5. Institutional Arrangements and Funding; and 6. Monitoring and Evaluation.
Chapter 1 contains the rationale, vision, goal and objective of the Strategy. It provides the scope of the Strategy and definition of Disaster and Climate induced Internally Displaced Persons. Chapter 2 lays down the strategies and activities targeted towards prevention and preparedness which include understanding the risks, strengthening climate/disaster risk governance, investing in risk reduction and adaptation, creation of employment, and climate-disaster risk responsive land use. Chapter 3 provides for emergency response activities such as strengthening disaster relief assistance and protection of fundamental rights of internally displaced persons.
Chapter 4 contains the solutions for displacement depending on the circumstances and involve return to original place, local integration or resettlement. It lays down the elements that need to be considered for a durable solution. Chapter 5 describes the existing institutional arrangements and recommends creating new mechanisms to address internal displacement caused by disasters and climate hazards. Chapter 6 provides for monitoring and evaluation of implementation of the Strategy.
