Abstract
The National Water ManagementPlan (NWMP) is a framework plan for the ministries to define strategies; agencies, department, and local bodies to prepare projects; guideline for those who are responsible for the maintenance and delivery of water and water related services and development of water resources in Bangladesh. The Plan is organised in 5 Volumes; 1) Summary; 2) Main Report; 3) Investment Portfolio; 4) Regional Plans; 5) Supporting Information. The Plan, contained in Volume 2, Part B, outlines eighty-four programs under eight clusters for 24 agencies under different ministries to implement projects. The NWMP consist of immediate plan to be implemented in the short term (2001-2006), indicative plan for medium term (2006-2011) and perspective plan for longer term (2011-2025). The three central objectives are: 1) the rational management and a wise-use of Bangladesh water resources; 2) people’s quality of life improved by the equitable, safe and reliable access to water for production, health and hygiene; 3) clean water in sufficient and timely quantities for multi-purpose use and preservation of the aquatic and water dependent ecosystems
Food security is addresses in the document in several points. It is a key priority for government to be addressed in the development and implementation of the Management Plan; it is discussed in relation to irrigation and agriculture development, water contamination, population pressure, and flooding.
Make agriculture and fisheries more sustainable is another key element of the NWMP; agriculture diversification to maintain food security through initiatives aimed at optimizing water consumption is critical to the achievement of the NWMP objectives.
The NWMP contains as well many actions and recommendation that showcase the commitment and capacity for disaster and crisis risk management for agriculture and food production. Prevention, mitigation and preparedness with response and transition to develop in post-disaster phases, to lessen the adverse impacts of hazards and the possibility of disaster steps to support food and nutrition security.
