Abstract
These Rules are framed in exercise of the powers under section 39 of the Plant Quarantine Act, 2011. Rule 3 lays down the plant and plant products for which import permit must be obtained from the Plant Quarantine Authority including seeds, growing media, packaging materials, beneficial organisms and various plant products mentioned therein. Rule 4 states that import permit shall not be issued without pest risk analysis for importing plant and plant products. Rule 5 deals with imports through post office or by courier service. The Rules also lays down the procedure for notification to plant quarantine officer, obtaining anchor permit, and inspection certificate. It makes provision for seizure and confiscation, post-entry quarantine, import of the American cotton, and application for phytosanitary certificate.
