Sector Action Plan on Environment and Climate Change.

This Plan has been prepared by the Agriculture, Water Resources, and Rural Institutions Division of the Bangladesh Planning Commission to facilitate the implementation of the Eighth Five Year Plan (2020 - 2025) (8th FYP) and address climate change impacts in agriculture, fisheries, and livestock sectors. The Plan consists of five chapters: 1. Introduction; 2. Environment and Climate Change; 3. Assessment of Priority Area for Sector Actions; 4. Development of Action Plan; and 5. Implementation Strategies for the Sector Action Plan.
Chapter 1 provides the background, rationale, scope, methodology and goals of this Plan. Chapter 2 identifies ten thematic areas relevant to environment and climate change: 1. Enhancing Local Level Climate Change Adaptation and Resilience; 2. Climate SMART Agriculture; 3. Sustainable Land and Water Management; 4. Green Growth and Low Carbon Development; 5. Pollution Control, Pest and Diseases Management; 6. Ecosystem and Biodiversity Conservation and Forest Management; 7. Enhanced Financing; 8. Institutions and Governance; 9. Compliance and obligations under MEAs and UN conventions/protocols; and 10. Research, Innovation, Knowledge Management and Capacity Development.
Chapter 3 describes the achievements of past initiatives, institutional capacity needs, alignment with national goals and targets, linkages with SDGs and the 8th FYP. Chapter 4 identifies 53 strategies to address issues and challenges across the ten themes identified. Chapter 5 elaborates on effective strategies for successful implementation of the Plan, including the overall implementation process and framework required for institutional capacity building and coordination. It also lays down the potential sources of funding and financing strategies.
