Abstract
The Bangladesh Seed Act establishes a comprehensive regulatory framework for the certification, distribution, and quality assurance of seeds in Bangladesh. Originally enacted to revise and re-enact the Seeds Ordinance, 1977, the Act introduces stricter regulations to ensure compliance with seed standards and sustainable agricultural practices. To oversee its implementation, the government has constituted the National Seed Board, responsible for advising on regulatory measures and ensuring proper enforcement. The Act mandates that no individual or entity shall engage in seed dealership without obtaining a registration certificate from the National Seed Board. Prospective seed dealers must apply for registration following a prescribed process and fee structure, after which the Board will evaluate the application and issue the certificate within a specified period. Furthermore, the Act imposes restrictions on the import and export of seeds, ensuring that only seeds meeting the standards outlined in Section 10 are traded. Imported or exported seeds must bear labels or markings with accurate information, following prescribed guidelines. To maintain seed quality, the Act empowers Seed Analysts to inspect and analyze samples while authorizing Seed Inspectors to enforce compliance. Strict penalties are imposed for obstructing inspections or violating regulations on seed sales.
